Fourth case of bird flu outbreak in Bucharest, Romania
Bird flu continues to spread in Romania, where the fourth outbreak has
been detected in southern Bucharest, as well as additional ten in the
Prahova locality, central Romania.

people living in Bucharest's fourth district have been quarantined last
night, which sets the number of isolated residents of the capital to
400", Marius Dobresku, the spokesman of the city authorities, said.
"Nearly 250 birds have been culled since dead birds were found in
several courtyards in the region", he added.
Romanian authorities decided to end the quarantine and allow people to
move freely in all localities were bird-flu outbreaks were recorded,
after the 15-patients suspected of bird-flu tested negative, said an
official with the Health Ministry.
However, “Ending the quarantine does not mean disinfection and culling
of birds in the affected areas will stop,” Rodica Costinea of the Health
Ministry, said.

Romania Saves Itself from Bird Flu Nightmare
Romania saved itself from the bird flu nightmare, Romanian newspaper
Libertatea reads today. “The last bird flu outbreak in the
municipality of Codlea (northern Romania) was eliminated today,” Marian
Avram, the director of the National Veterinary-Sanitary Authority, said.
53 bird flu outbreaks were registered in Romania from October 2005 till
April 2006. Since May 2006 127 more bird flu outbreaks were registered
on the territory of the Balkan country, the newspaper reminds.

Bird flu outbreaks in Romania could postpone Romania's accession date to
the European Union, said Guido Podesta, Italian politician and Member of
the European Parliament.
Podesta, MEP and chairman of the delegation to the EU-Romania Joint
Parliamentary Committee, said the new outbreak of bird-flu in Romania
should be urgently solved, if not it may postpone Romania’s accession
date to the EU.
"This is a delicate topic of utmost importance. The situation is very
serious," Podesta said , adding that a stricter enforcement of rules
should be conducted at local level, as there was the place where
problems originated.
Podesta added that the EU had discussed modalities to fight against the
pig plague in Romania.

What are the implications for human health?
The widespread persistence of H5N1 in poultry populations poses two main
risks for human health.
The first is the risk of direct infection when the virus passes from
poultry to humans, resulting in very severe disease. Of the few avian
influenza viruses that have crossed the species barrier to infect
humans, H5N1 has caused the largest number of cases of severe disease
and death in humans. Unlike normal seasonal influenza, where infection
causes only mild respiratory symptoms in most people, the disease caused
by H5N1 follows an unusually aggressive clinical course, with rapid
deterioration and high fatality. Primary viral pneumonia and multi-organ
failure are common. In the present outbreak, more than half of those
infected with the virus have died. Most cases have occurred in
previously healthy children and young adults.
A second risk, of even greater concern, is that the virus – if given
enough opportunities – will change into a form that is highly infectious
for humans and spreads easily from person to person. Such a change could
mark the start of a global outbreak (a pandemic).
Where have human cases occurred?
In the current outbreak, laboratory-confirmed human cases have been
reported in four countries: Cambodia, Indonesia, Thailand, and Viet Nam.
Hong Kong has experienced two outbreaks in the past. In 1997, in the
first recorded instance of human infection with H5N1, the virus infected
18 people and killed 6 of them. In early 2003, the virus caused two
infections, with one death, in a Hong Kong family with a recent travel
history to southern China.
